I remember when I was a new rper ^_^
The first thing your going to want to do is make your own character. It's probably best if you refrain from including history involving actual characters from the Naruto series.
that will have all the rules and the template for making a character. I'll also put the template below....

Village: (Whether or not your ninja is still affiliated with any villages, please state the village in which s/he is trained in) Element: ( Only ONE for Genin, Two for Chuunin and Jounin) Personality: (A minimum of 30 words) History: (A minimum of 30 words, covering birth to current state.) Just copy and paste the template to a word document (or something similar) and fill it out.
